Petra DeSutter, Belgian delegate at the Parliamentary Assembly of the Council of Europe (PACE) has initiated an announcement, which has been signed by 22 delegates. Here is the text of the announcement:<\/em><\/p>\n\n\n\n

On 17 May 2014 the Armenian newspaper \u2018Iravunk\u2019 published an article on its website entitled \u201cThey serve the interests of international homo-addiction [sic] lobbying: the blacklist of the country\u2019s and nation\u2019s enemies\u201d. It attacked \u201chomosexual lobbyists\u201d for trying to \u201caggressively enforce their moral dogma on our country\u201d. Demanding \u201czero tolerance\u201d, it identified 60 people, calling for them to be ostracized, denied employment and access to the media, and excluded from participation \u201cin the upbringing of younger generations\u201d.<\/p>\n\n\n\n

The chair of the \u2018Iravunk\u2019 board, Hayk Babukhanyan, is an MP for Armenia\u2019s governing political faction, the Republican Party.<\/p>\n\n\n\n

The authorities have failed to condemn this incitement to hatred and discrimination. On the contrary, on 25 October Mr Babukhanyan was awarded a medal of honor by the President of Armenia. A law suit against \u201cIravunk\u201d for defamation was dismissed six days later.<\/p>\n\n\n\n
