The documented data resulting from this work undergoes analysis and serves as the basis for the annual report, which reflects the overall picture of human rights violations against LGBT+ people. This summary presents statistics and analysis of documented cases of violations of the rights of LGBT+ people in the first half of 2025.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This summary covers the situation of LGBT+ people during the first six months of 2025, based on the analysis of human rights violations documented by the organization\u2019s specialists.&nbsp;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"636\" src=\"https:\/\/pinkarmenia.org\/wp-content\/uploads\/2025\/09\/2025-semi-annual-numbers-en-1024x636.jpg\" alt=\"\" class=\"wp-image-6459\" style=\"width:535px;height:auto\" srcset=\"https:\/\/pinkarmenia.org\/wp-content\/uploads\/2025\/09\/2025-semi-annual-numbers-en-1024x636.jpg 1024w, https:\/\/pinkarmenia.org\/wp-content\/uploads\/2025\/09\/2025-semi-annual-numbers-en-300x186.jpg 300w, https:\/\/pinkarmenia.org\/wp-content\/uploads\/2025\/09\/2025-semi-annual-numbers-en-768x477.jpg 768w, https:\/\/pinkarmenia.org\/wp-content\/uploads\/2025\/09\/2025-semi-annual-numbers-en-1536x953.jpg 1536w, https:\/\/pinkarmenia.org\/wp-content\/uploads\/2025\/09\/2025-semi-annual-numbers-en-2048x1271.jpg 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">In this period, the organization\u2019s specialists conducted 453 psychological counselings with 70 individuals, 89 social worker counselings with 67 individuals, and 113 legal counselings with 92 individuals.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During these counselings, cases of human rights violations were documented with the consent of the affected persons, based on the information they provided. Cases in which affected persons did not give consent for documentation are not reflected in this summary. It should also be noted that due to fear of disclosure of their sexual orientation or gender identity, individuals do not always seek protection. There is high distrust, particularly towards law enforcement bodies, which discourages affected persons from pursuing legal remedies and often from approaching NGOs for support. This is evidenced by the fact that most cases documented by the organization emerge during social worker consultations, while many affected persons decline legal assistance. Among those who do receive legal aid, very few agree to file complaints with law enforcement.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<figure class=\"wp-block-pullquote has-pale-pink-background-color has-background\" style=\"border-width:3px;border-radius:100px\"><blockquote><p>During the first half of 2025, 17 cases of violations were documented, of which only four were reported to law enforcement. One person later withdrew their complaint.\u00a0<\/p><\/blockquote><\/figure>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-style-default is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Distrust towards law enforcement stems mainly from the ineffectiveness of investigations. Crimes committed on the basis of sexual orientation or gender identity are often misclassified from the outset, perpetrators\u2019 motives are disregarded, investigations exceed reasonable time limits and ultimately fail to restore the rights of the person subjected to the violence. Another reason for distrust is the discriminatory treatment by police officers, ranging from passivity to outright harassment. This year as well, the following cases were documented:\u00a0<\/p>\n<\/blockquote>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Abuse of authority by police officers,\u00a0<\/li>\n\n\n\n<li>Inhumane treatment of individuals,\u00a0<\/li>\n\n\n\n<li>Inadequate response to abuse by third parties, etc.\u00a0<\/li>\n<\/ul>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>Domestic violence<\/strong><\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Six of the documented cases were incidents of domestic violence, including <strong><em>two cases involving minor<\/em><\/strong>s.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The protection of minors is especially complex, as the perpetrator is often their legal guardian. Considering the insensitive attitude of law enforcement towards affected persons, the effectiveness of investigations is very low. Minors\u2019 complaints against their parents are often directly or indirectly condemned by police, who justify parental violence as \u201cdisciplinary measures.\u201d In nearly all cases, children subjected to violence continue to live with the perpetrator, making them more vulnerable and discouraging them from seeking protection.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three of the domestic violence cases were <strong><em>incidents of conversion practices<\/em><\/strong>. In two cases, parents forcibly placed their children in psychiatric institutions seeking \u201ctreatment\u201d for their sexual orientation. These situations involved not only parental violence but also professional misconduct by psychologists and psychiatrists who prescribed harmful medication for the purpose of \u201ccure.\u201d Such measures constitute inhumane treatment due to their dangerous impact on mental integrity and the risk of severe suffering. Prescribing medication further endangered the survivors\u2019 health.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It follows that conversion practices are inherently harmful and should be subject to special attention from state authorities, including awareness-raising measures, professional oversight, and prevention of non-scientific, harmful practices.&nbsp;<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>Physical violence<\/strong><\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Four cases of physical violence were documented, two of them against trans individuals engaged in sex work. Notably, even severe cases of violence, including bodily harm and killing of trans people in previous years, have had no impact on state policies, and no measures have been taken to improve protection. Moreover, investigations into past cases ignored indicators of hate motives, resulting in perpetrators facing minimal consequences or impunity.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, violent incidents that gain public attention often spark hate speech and incitement to further violence on social media, which deepens the climate of impunity and intensifies LGBT+ people\u2019s fears.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One case of physical violence involved a stranger who lured an affected person under the pretense of a sexual encounter and assaulted them on the street. Another case involved violence by neighbors at the person\u2019s residence.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In such cases, perpetrators act under the assumption that their actions will be justified by society and go unpunished due to the affected person\u2019s identity. Without support from law enforcement and access to effective remedies, affected persons are often discouraged from filing complaints altogether.&nbsp;<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>Police abuse of authority<\/strong><\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The failure of law enforcement to protect individuals creates impunity, but LGBT+ people become even more vulnerable when violations are committed directly by the police. Such actions reinforce distrust and the perception that state protection mechanisms are ineffective.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One case of direct abuse of authority by police was reported. Additionally, instances of police indifference and neglect in cases of third-party violence were documented.&nbsp;<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Extortion and threats<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">One case of extortion and one case of threats were documented. Due to the vulnerability of LGBT+ people and their fear of being outed, extortion is a widespread phenomenon. Combating it requires not only effective investigation of individual cases but also broader efforts to change social attitudes so that individuals no longer fear disclosure of their sexual orientation and are better protected.<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>Employment discrimination<\/strong><\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">One case was documented in which an individual was unable to find a job due to their sexual orientation. Such cases of discrimination are difficult to prove, especially in hiring rather than termination, and therefore affected persons rarely pursue remedies or report to NGOs.<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>Sale of pornographic material<\/strong><\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">One case was documented in which an individual\u2019s sexual activity was secretly filmed and the video sold without their knowledge.<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>Intimate partner abuse<\/strong><\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">One case of violence by a former partner was documented. LGBT+ people are reluctant to seek legal protection in such cases due to fears of being outed, ridiculed, or subjected to degrading treatment during proceedings. These concerns also reflect the lack of law enforcement capacity to handle cases related to LGBT+ individuals\u2019 private lives with sensitivity and respect for privacy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although legislation on domestic violence formally covers partner violence and provides grounds for protection, the effectiveness of protection depends largely on law enforcement practices.<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>Conclusion<\/strong><\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Based on the nature of documented cases, it can be asserted that in 2025 there has been no improvement in the human rights situation of LGBT+ people. Their rights continue to be violated in various spheres of life, while distrust towards law enforcement deepens, leading to fewer reports by affected persons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nevertheless, Pink Human Rights Defender NGO continues its efforts both to draw state authorities\u2019 attention to systemic problems and to provide LGBT+ people with comprehensive support tailored to their needs. Affected people receive legal assistance, including representation until the conclusion of proceedings, as well as psychological support to overcome difficulties and restore mental health. Social workers also support LGBT+ people in navigating life challenges and finding effective solutions.<\/p>\n\n\n\n<figure class=\"wp-block-pullquote has-luminous-vivid-amber-background-color has-background\" style=\"border-width:1px;border-radius:100px\"><blockquote><p>We call on LGBT+ individuals to continue reporting any cases of violations in order to receive necessary protection and support and to encourage the work of law enforcement bodies.<\/p><\/blockquote><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The organization emphasizes the effective implementation of the state&#8217;s obligations and plans to continue cooperation with the relevant bodies.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pink Human Rights Defender NGO continued to provide legal, social worker\u2019s support, and psychological services to LGBT+ people throughout 2025.
