This year\u2019s results are particularly concerning, when it comes to increasing patterns in cases of domestic violence, gender-based violence, blackmailing and the failure of implementation of legislation by the law enforcement bodies. Analysing the revieled data, we have identified key measures needed to address these systemic problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ODIHR emphasizes that an effective response to hate crimes requires specialized, accessible victim support systems, an area in which Armenia remains critically underdeveloped. For LGBT+ individuals facing domestic violence, support should include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>emergency housing and safe relocation pathways,<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>psychological and social assistance tailored to victims of identity related hate-based violence,<\/li>\n\n\n\n<li>legal guidance for navigating domestic coercion and potential retaliation,<\/li>\n\n\n\n<li>confidential channels for reporting abuse.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Armenia\u2019s lack of structured collaboration between police and civil society organizations further weakens the support ecosystem. ODIHR recommends strengthening cooperation with LGBT-focused CSOs, which currently serve as the primary and sometimes the only trusted resource for victims. Without such collaboration, victims who approach the police may face further minimization and inconsistent examination rather than protection.<\/p>\n\n\n\n<div class=\"shape-spacer \"><div class=\"container\"><div class=\"row\"><div class=\"col-12 col-lg-8\"><div class=\"shape-spacer__wrapper\" ><div class=\"shape-spacer__item\" style=\"\n\t\t\t\t\t\t\twidth: 200%;\n\t\t\t\t\t\t\tbackground: rgb(69,106,116);\n\t\t\t\t\t\t\"><\/div><\/div><\/div><\/div><\/div><\/div>\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>The essential role of civil society in Armenia<\/strong><\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Across the OSCE region, civil society organizations provide the core evidence base for understanding anti-LGBT hate crimes, but their role is particularly critical in Armenia. Because police do not reliably record bias motivation, official data cannot be used to assess trends, develop policy, or allocate resources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CSOs fill this gap by documenting incidents, supporting victims, and advocating for reforms. In Armenia, the issue is less about political repression and more about the state\u2019s structural unresponsiveness. This places disproportionate responsibility on civil society organizations to monitor and address hate-motivated violence.<\/p>\n\n\n\n<div class=\"shape-spacer \"><div class=\"container\"><div class=\"row\"><div class=\"col-12 col-lg-8\"><div class=\"shape-spacer__wrapper\" ><div class=\"shape-spacer__item\" style=\"\n\t\t\t\t\t\t\twidth: 120%;\n\t\t\t\t\t\t\tbackground: rgb(36,79,90);\n\t\t\t\t\t\t\"><\/div><\/div><\/div><\/div><\/div><\/div>\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>Addressing Armenia\u2019s hidden crisis<\/strong><\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The 2024 ODIHR findings reveal that Armenia\u2019s anti-LGBT hate crime landscape is characterized by violence both by the other groups of the society and at home, institutional misclassification, and non-proportiinate reaction. These patterns are deeply rooted in social stigma and exacerbated by procedural failures within law enforcement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To meaningfully improve safety and rights for LGBT+ persons in Armenia, several steps are critical:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Record and take into account the biased motive<\/strong> during the stages of qualification of the act, investigation, and accountability.<\/li>\n\n\n\n<li><strong>Train <\/strong><strong>the police officers, investigators and <\/strong><strong>prosecutors<\/strong> to identify bias indicators early in the investigative process.<\/li>\n\n\n\n<li><strong>Develop specialized victim support services<\/strong>, with particular focus on individuals fleeing family violence.<\/li>\n\n\n\n<li><strong>Enhance formal cooperation with civil society organizations<\/strong>, recognizing their essential role in both documentation and support.<\/li>\n\n\n\n<li><strong>Integrate public awareness strategies<\/strong>, shifting social norms that currently enable familial coercion and blackmail.<\/li>\n\n\n\n<li><strong>Amend the Criminal Code <\/strong>to explicitly include sexual orientation and gender identity as protected characteristics among the aggravating circumstances for hate-motivated offenses.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">The private-sphere nature of anti-LGBT violence in Armenia, combined with the inactions of law enforcement bodies, creates a hidden crisis that demands sustained national and international attention.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>As every year, the OSCE\/ODIHR collected hate crime data from participating States and civil society organizations and presented its report.
