Annual report on the human rights situation of LGBT+ people is published

Today, Pink Human Rights Defender NGO released its 2024 annual report on the human rights situation of LGBT+ people. The report documents both the challenges faced by individuals who received legal and social support and the incidents of hate speech prevalent in the public sphere, highlighting the systemic issues LGBT+ individuals face in Armenia.

In 2024, Pink received 365 requests for support, 65 of which were cases of human rights violations. The majority of these involved domestic violence, a total of 38 cases, many of which were characterized not only by physical and psychological abuse but also by sexual assault and extortion. Some of the incidents were documented in 2025 but relate to events that occurred in the previous year.

In addition to cases of violence, the report also documents violations in the fields of education and employment, as well as breaches of the right to respect for private life. In most cases, the violations were based on the victim’s sexual orientation or gender identity, clearly indicating the presence of discrimination.

One of the key conclusions of the report is the declining trust in law enforcement agencies. Out of the 65 violation cases, only 10 victims approached law enforcement bodies, and only three of those cases are currently under investigation. The report points out that ineffective investigations, degrading treatment, and lack of protection for personal data contribute to the silence of victims.

The second part of the report addresses the issue of hate speech, which is especially widespread on social media and in the press. These incidents often follow cases involving LGBT+ individuals and fuel public hostility. Despite the dangerous consequences of hate speech, Armenia still lacks comprehensive legislation to prevent its spread.

The report also refers to Armenia’s international obligations, including legislative changes and political and administrative reforms. Despite some progress, it is noted that effective mechanisms to ensure the protection of LGBT+ people’s rights are still lacking.

This report testifies that the challenges facing LGBT+ individuals in Armenia remain unresolved both legally and socio-culturally. The organization calls on state institutions and civil society actors to join efforts in building an inclusive society that respects human dignity.
